It's not about targeting Texas.
It's because the economic value returned to society (in GDP, jobs, etc) from the energy consumed by crypto is less than for energy consuming activities like manufacturing, especially considering the environmental cost of generating that power (which won't all be renewable for a while).
This electricity-hungry onshore manufacturing boom is being boosted by legislation like Biden's CHIPS act, which is a big thing in Texas, and is being heavily promoted by Texas's governor:

These are not the net neutrality rules I personally was looking for. They allow a base traffic speed with data caps, and then you buy a la carte for the additional speeds you want. They still allow prioritizing traffic. There is nothing neutral in these new rules.
The rules under Obama were far better, and strangely better under Trump. They have taken the privacy provisions back that were allowed previously. Please read the fine print, and call your congress person, and senator and let them know you demand true net neutrality, and your privacy needs to be protected, with emergency services only having priority above other traffic.
You haven't been there then. Google, YouTube, Twitter are all banned there. They are blocked completely. You cannot download the apps. In fact, the Google Play Store doesn't work there. They have cracked down on all VPN's now as well. We could only access western social media through a corporate network.
One side note, the United States Embassy has free Wi-Fi if you're close enough to it. You can get access to everything through it.
I lived in China for 9 years through most of the banning. I remember the day Twitter stopped working because the US embassy in Beijing was posting embarrassing AQI readings on their Twitter account (“crazy bad” for a reading that was so high they didn’t expect the label to ever be used). I was there when Facebook became blocked and when google became blocked. YouTube, however, was already blocked in 2007 when I started working there.

There are these Kiosks where you get Wi-Fi Access. You scan your passport, and it gives you a username and password. It specifically states accessing prohibited internet sites is a crime.

China is in a economic depression and probably going to be near its bottom by the end of the year. The fear of tariffs is far lower today and realistically not that necessary.

It's also interesting how some resort to attacking people.
China's 5% this quarter comes from massively subsidizing exports for its EV, battery, solar panels, at a steep loss per transaction, even though these type of exports are only 3% of overall exports. This is because their other engine of consumption and investment are failing. The window to do that is quickly closing, first with developed nations as Europe and US ramping up tariffs. Developing nations are starting to catch on, as Brazil and Mexico are hiking their tariffs on China as well. We'll see a steep drop of export (as we've seen for march [1]) for rest of the year.
