What you are describing is to some level the essence of consulting/contracting or at least folks that are in that industry. This type of abuser/abusee relationship in business is prevalent all over the place especially to defer blame when things go south (paying for someone to essentially take the blame) and also defer decision making . thanks for the food for thought.
Don’t know if it’s the same in the US as the UK, but the regulators details are generally on the bill under the complaints section for each company/utility.
Cells in your immune system are programmed to follow a set of rules in order to attack foreign invaders. This is very effective in defeating bacteria and viruses. It is not so effective against allergens like pollen and dust. Cells will continuously produce antibodies and histamines to attack these particles to the point where it overwhelms the rest of the body and causes collateral damage.

The first six are: (1) don't do it, (2) don't do it by buying short-dated out-of-the-money call options on undisclosed merger targets, (3) don't text or email about it, (4) don't do it in your mother's account, (5) don't do it by planting bombs at a company and shorting its stock, and (6) don't do it while employed at the Securities and Exchange Commission. I hereby declare the Seventh Law: (7) If you are going to insider trade, don't Google "how to insider trade without getting caught" before or after you trade.
